The Humanitarian Reform process was initiated by the Emergency Relief Coordinator, together with the Inter-Agency Standing Committee (IASC) in 2005 to improve the effectiveness of humanitarian response through greater predictability, accountability, responsibility and partnership. Emergency response capacity has been reinforced at the global level according to an agreed division of labour.

GENEVA, 21 September 2012 - UNHCR is today issuing new guidelines on the detention of asylum-seekers. The guidelines represent UNHCR policy and are intended as advice for governments and other bodies making decisions on detaining people.

Notions such as "istijara" (plea for protection), "ijara" (granting protection), "iwaa" (sheltering) and others are variations on the concept of "protection" which is the heart of the mandate conferred on the United Nations High Commissioner for Refugees.

he Core Professional Trainings are conducted over three full days and serve as unique opportunities for acquisition and refinement of the skills necessary to address contemporary humanitarian challenges. Lectures, case studies, and simulation exercises are integrated into a curriculum narrative informed by legal principles, recent scholarship, contemporary challenges, and current debates. The trainings are tailored to professionals interested in gaining foundational knowledge, developing a strategic perspective, and engaging in exploratory discussions regarding potential responses to emerging legal and policy questions. The New York 2013 Core Professional Training on Humanitarian Law and Policy will be offered by PHAP in cooperation with leading experts.
